Assoc. Dr. Elif ALTÜRK - ARPROGED Director

Assoc. Dr. Elif ALTÜRK completed her undergraduate and graduate degrees at the Department of Chemical Engineering at Middle East Technical University in 1997 and 1999, respectively. She received her doctorate degree from Istanbul Technical University, Polymer Science and Technology Department in 2006. She carried out her post-doctoral studies on polymer science at the University de Cergy-Pontoise in France. Her research interests include organic photovoltaics, perovskite solar cells, electrochromic devices, thin film production, nanomaterials, thin film production, stability of organic devices. ALTÜRK, who worked as a Senior Researcher at TUBITAK-MAM between 2009 and 2022, started her duty as ARPROGED Director as of October 2022.

 

Mehtap KURTOĞLU -Technological Entrepreneurship Manager

Mehtap Kurtoğlu has completed her Bachelor of Science degree at Middle East Technical University , Electrical and Elecronics Engineering Department – Computer and Telecommunication option in 1989 and has completed her Master of Science degrees at Robotics and Artifical Intelligence field at the same department in 1992.She has worked for BORSA Istanbul as telecommunication expert,  for NETAS Nortel Networks as  R&D engineer  and  then as manager at different departments,  for Ericsson Optronics -Stockholm as Consultant,  for KDE Informatics A.Ş as IT Manager, for GENSIS A.Ş as Business Development Manager, for Teknopark Istanbul A.Ş as  Corporate  Development  Coordinator, again  for NETAS as Defense Sector and Offset Agreements Consultant, for ICTERRA as Bussiness Development Manager, for MİTOS Medical Tekn. A.Ş. as Marketing and Sales coordinator . She has  founded her own company at 2005 and  has managed national and international companies’ Defense Industry projects and manage European Aeronautic Defence and Space Company - EADS'  offset with The Undersecretariat for Defence Industries (SSM). She has complated  RTTP - REGISTERED TECHNOLOGY TRANSFER PROFESSIONAL  lectures.  She has been working as TTO Manager  in ARPROGED since 2017. 

 

Dr. Yılmaz Başar ÖZER - Project Development  Specialist

Yılmaz Başar ÖZER received his bachelor's degree from Yeditepe University Department of Public Administration in 2013, his master's degree from Yeditepe University Local Authorities and Governance program in 2016, and his Ph.D. degree from Marmara University Local Governments and Urban Policies program in 2022. Özer, who worked as a Project Assistant at Yeditepe University Department of Public Administration between 2014 and 2022, worked as a Project Executive at LÖSEV-Leukemia Children Health and Education Foundation and as an Instructor at Istanbul Topkapı University Graduate Education Institute in 2023, as of September 2023, he started as a Project Development Specialist at Okan University.
